I may be a potential conlanger...
instead of asking you what it is I'll google it as an example for anyone reading this.

Am I correct in thinking that it means 'one who creates new languages'.
if so that's dam interesting, I really want to make one now, one more functional and expressive than Eng...Japa..Elvis... it would be intriguing to create one that was actually relevant and useful, one that didn't date quickly.

How would you start to approach the idea of the sound of the whisper of the silhouette of the impressionist painting of creating a good new language?

well, it depends on what you want it to be. The first one I made was like english (grammar wise) modified a little, I use it for my webnovel... sadly none of my friends want to learn it so I never speak it.

as for the sound of your language, try sounding out 'nonsense words' until you find something you like. example, say stuff like "selfa, kenzfeya, eilaro, fæteras, delmantoz, keiyar." out loud (or in your head) find combinations of sounds you like and base it off of that. After you get a good idea of what you want it to sound like, come up with a way to romanize it (or if you have your own con script assign the phonetic values to them, but it always helps to have a romanized version for online communicating until you can make a font to distribute).

Then comes grammar. look over different languages to get ideas for this. for example, Welsh is Verb Subject Object, Japanese is Subject Object Verb, english (as well as most germanic languages) is Subject Verb Object. Studying how grammar in general works is a great thing to do as well, but you dont have to get into TONS of detail unless you want to. (example, german has 4 cases, nominative accusitive genitive and dative. some languages have much much much more... I think hungarian has 11)

Dude... I seriously need to get with the program. I didn't know they had this down to such a science (okay okay... the word 'science' is prolly discredited in a forum such as this... I'm sure you all know what I really mean...)

To such a refined an efficient/coherent and user-friendly level :-)

Science is what can inspire our creations, it's merely a discovery of what's natural/what already exists (when viewed over a long period of time).

We make Theories all the time, about how we can make other people feel emotion when they interact with our Worlds/creations.
